of The University of Nebraska at Omaha
PANHELLENIC ASSOCIATION
(Revised April 2005)
ARTICLE I
NAME
Section 1. The name of this organization shall be the University of Nebraska at Omaha Panhellenic Association.
Section 2. This organization shall be affiliated with the National Panhellenic Conference.
ARTICLE II
PURPOSE
The purpose of this Panhellenic Association shall be to develop and maintain fraternity life and interfraternity relations at a
high level of accomplishment and in so doing to:
Section 1. Consider the goals and ideals of member groups as continually applicable to campus and personal life.
Section 2. Promote superior scholarship as basic to academic achievement.
Section 3. Cooperate with member fraternities and the university administration in concern for and maintenance of high social and
moral standards.
Section 4. Act in accordance with National Panhellenic Conference.
Section 5. Act in accordance with all rules established by Panhellenic Council as do not violate the sovereignty, rights, and
privileges of member fraternities.
Section 6. Promote unity within the Greek system.
Section 7. Promote unity between Greeks and non-Greeks.
ARTICLE III
MEMBERSHIP/COLONIZATION
Section 1. Any women, regardless of race, color, creed, national origin, age, handicap or financial background, who has been
admitted unconditionally to the University of Nebraska at Omaha and has registered for a minimum of nine (9) credit hours, is
eligible to participate in recruitment and pledge a sorority.
Section 2. Any NPC affiliated chapter wishing to expand on the University of Nebraska at Omaha campus must be invited to do so
and must follow the NPC guidelines.
Section 3. Any non-NPC affiliated chapter wishing to expand on the University of Nebraska at Omaha's campus will be colonized
under the policies and procedures as outlined in the Panhellenic Council's Bylaws. All colonizations will be permitted for any
chapter under an umbrella groups as discussed by NPC's Greenbook.
ARTICLE IV
OFFICERS
Section 1. The officers of the University of Nebraska at Omaha Panhellenic Association shall be President, Executive Vice President,
Vice President of Communication and Administration, and Vice President of Finance.
Section 2. The officers shall be delegates from fraternities holding regular membership in the University of Nebraska at Omaha
Panhellenic Association.
Section 3. The officers shall serve for a term of one year. The term of office is to begin the first day of classes of the Spring
semester.
Section 4. Any officer failing to perform her duties as outlined shall resign and a successor be designated as provided in Article
VI, Section 2b and Section 3b.
ARTICLE V
MEETINGS
Section 1. Regular: The University of Nebraska at Omaha Panhellenic Association shall hold weekly meetings during the Fall and
Spring semesters.
Section 2. Summer: The University of Nebraska at Omaha Panhellenic Association shall hold monthly meetings during the summer.
Section 3. Special: A special meeting of the University of Nebraska at Omaha Panhellenic Association may be called by the President when
necessary and shall be called by her upon the written request of any member delegate to the Panhellenic Association.
Section 4. Quorum: Three-fourths of the member fraternities shall constitute a quorum for the transaction of business.
Section 5. The Panhellenic Association delegate from each fraternity shall be responsible for notifying her chapter members of all
regular, summer, and special meetings of the University of Nebraska at Omaha Panhellenic Association.
Section 6. ATTENDANCE
a. The attendance of all Panhellenic meetings is mandatory for the Executive Council, Standing Committees, and Chapter Representatives.
Two unexcused absences are cause for consideration of removal.
b. Tardiness is defined as being no more than 15minutes late to a meeting. Two tardies will result in an unexcused absence.
c. Should a councilwomen anticipate being late, she must notify the Vice President of Communication and Administration within a two hours
prior to meeting.
d. Removal procedure. The final removal procedure must consist of a ¾ vote of the Panhellenic Council Chapter Representatives.
Should a vacancy occur in term of Panhellenic, the following procedure shall be followed Article VI Section 2b and 3b.
ARTICLE VI
THE PANHELLENIC COUNCIL
The administrative body of the University of Nebraska at Omaha Panhellenic Association shall be The University of Nebraska at Omaha
Panhellenic Council. It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of
the University of Nebraska at Omaha Panhellenic Association and to compile rules governing the Panhellenic Association, including
recruitment and new membership, which do not violate the sovereignty, rights, and privileges of member fraternities.
Section 1. MEMBERSHIP
The University of Nebraska at Omaha Panhellenic Council shall be composed of the Executive Board, one representative from each
National Panhellenic Conference fraternity chapter at the University of Nebraska at Omaha, Standing Committees, and the Recruitment
Chair. Junior Panhellenic members are encouraged to attend during their new member season.
Section 2. PANHELLENIC ASSOCIATION DELEGATES
a. Selection. Representative to the Panhellenic Council shall be selected by their respective fraternity chapters to serve for
a term of one year commencing on the first day of classes of the Spring semester.
b. Vacancies. When a delegate vacancy occurs it shall be the responsibility of the fraternity concerned to select a replacement
within two weeks and to notify the Panhellenic Council Vice President of Communication and Administration of her name, address,
telephone number, and electronic mail address. When a meeting of the Panhellenic Council occurs while a representative vacancy
exists, an alternate delegate of the fraternity concerned shall fulfill the duties of the delegate.
Section 3. EXECUTIVE OFFICERS
a. The Executive officers of the University of Nebraska at Omaha Panhellenic Association shall serve as the Executive Board officers
of its Panhellenic Council. These officers shall have such powers and duties as are prescribed in the Bylaws of the University of
Nebraska at Omaha Panhellenic Association.
b. Vacancies. In the event of an officer vacancy, responsibilities of that office shall be assumed by the delegate of the fraternity
concerned. If, in the event of President vacancy, the Executive Vice President shall fulfill the duties of the President.
Section 4. VOTING
a. The voting body of the University of Nebraska at Omaha Panhellenic Association shall be its Panhellenic Council.
b. The voting members of Panhellenic Council shall be the representatives of each fraternity holding membership. If a representative
is absent its alternate shall cast the vote of her fraternity providing the Panhellenic President has been notified prior to the
meeting.
c. A three-forths majority of the voting members of Panhellenic council shall be required to establish recruitment rules, to establish
Total Chapter Size, to add a chapter, and all other business proceedings. A majority vote shall be required to carry all other questions.
d. The Panhellenic Council President may break a tie vote.
Section 5. Voice. Junior Panhellenic, visitors and alumnae advisors to Panhellenic council shall have voice (if called upon by the
Panhellenic Council President) but no vote.
ARTICLE VIII
PANHELLENIC ADVISOR
Section 1. The University of Nebraska at Omaha shall appoint the Panhellenic Advisor.
Section 2. She/He shall serve in an advisory capacity to the University of Nebraska at Omaha Panhellenic Association and its Council.
(It is desirable that she/he has experience as a Panhellenic Advisor or be a member of an NPC fraternity).
ARTICLE VIII
STANDING COMMITTES
Such Standing Committees and special officers may be necessary to carry out the work of the University of Nebraska at Omaha Panhellenic
Council. They shall be appointed by its Executive Board to serve during the tenure in office of the Board, which appoints them.
ARTICLE IX
AGREEMENTS, RULES, POLICIES
Section 1. All members of the University of Nebraska at Omaha Panhellenic Association shall act in accordance with fundamental Panhellenic
rules established by National Panhellenic Conference in the Unanimous Agreements (The Panhellenic Compact, Standards of Ethical Conduct,
College Panhellenic Agreements, Agreements on Questionnaires and constitution, and The Jurisdiction of a college Panhellenic Council).
Section 2. All University of Nebraska at Omaha Panhellenic Association rules and policies shall be in harmony with those currently established
by National Panhellenic Conference.
ARTICLE X
VIOLATIONS
Section 1. Violation of any regulations of this Constitution or its related Bylaws, or membership recruitment rules, or rules concerning matters
other than recruitment, or the National Panhellenic Conference Unanimous Agreements (The Panhellenic Compact, Standards of Ethical Conduct, College
Panhellenics Agreements, Agreements on Questionnaires and Constitution, and The Jurisdiction of a college Panhellenic Council) shall be the occasion
for penalties established by the University of Nebraska at Omaha Panhellenic Council in conformity with those recommended by National Panhellenic
Conference.
Section 2. The Panhellenic Association Executive Vice President, Advisor, and Judicial Committee shall directly handle any dispute growing out of
the violation of Panhellenic Association rules and regulations.
Section 3. All proceedings will follow the NPC judicial process.
ARTICLE XI
AMENDMENTS
This Constitution may be amended by a three-fourths majority vote of the voting members of the University of Nebraska at Omaha Panhellenic Council
provided notice of the proposed amendment has been given in writing at the preceding regular meeting. Student Government must approve all changes
to this constitution in the same manner as a completely new constitution.
BYLAWS (updated 04-25-05)
ARTICLE I
FINANCE
Section 1. Fiscal Year. The fiscal year of the University of Nebraska at Omaha Panhellenic Association shall begin September 1 of each year.
Section 2. Contracts. The dual signature of the Panhellenic Council Advisor, and the Vice President of Finance shall be required to bind the University of
Nebraska at Omaha Panhellenic Association.
Section 3. Checks. All checks issued on behalf of the University of Nebraska at Omaha Panhellenic Association shall be signed by the Vice President of
Finance and the Panhellenic Council Advisor.
Section 4. Payments. All payments due to the University of Nebraska at Omaha Panhellenic Association shall be made, handled, and recorded by the
Vice President of Finance. Checks for payments shall be made payable to the University of Nebraska at Omaha Panhellenic Association.
Section 5. The UNO PHC Budget committee will audit the Panhellenic Association budget annually. The committee will be composed of the Greek Advisor,
Panhellenic President, Vice President of Finance, and an outsie expert in budget in financing.
Section 6. MEMBERSHIP DUES
a. Amount. The Panhellenic council shall determine the dues of each Panhellenic Association member fraternity annually.
b. Time of Payment. The dues of each Panhellenic Association member fraternity shall be payable on or before November 1 and March 1. The count
shall be due on or before October 15 and February 15.
c. Fines. Fines can be levied by a council vote for any late payment (over 30 days). The amount is to be determined by the Executive Board.
ARTICLE II
SELECTION OF OFFICERS
Section 1. The office of President of the University of Nebraska at Omaha Panhellenic Association shall be held in rotation by each National Panhellenic
Conference Fraternity chapter in order of its establishment at the University of Nebraska at Omaha. It is mandatory that the President have served on
the Panhellenic Council for at least one year. If the delegate from the fraternity in order of rotation is not prepared to serve as President, that
fraternity shall relinquish its place to the next fraternity in order of rotation. The fraternity so passed may resume its place the following year
and normal rotation shall be resumed.
Section 2. The offices of Executive Vice President, Vice President of Communication and Administration, and Vice President of Finance also shall be held
in rotation by each National Panhellenic Conference fraternity chapter.
Section 3. The Executive Council of Panhellenic will be the non-voting government and shall consist of the following members: President, Executive Vice
President, Vice President of Communication and Administration, Vice President of Finance.
Section 4. Members of the Executive Council of the University of Nebraska at Omaha Panhellenic Association must be in good standing with their chapter
and have been a member of the University of Nebraska at Omaha National Panhellenic Council chapter for at least one year. If an Executive Council vacancy
occurs and the delegate of the fraternity concerned does not meet the one year requirement, then it shall not apply.
ARTICLE III
OFFICER DUTIES
The President shall:
Section 1. Have overall responsibility and voice for the operation of the Panhellenic Council.
Section 2. Call and preside at all regular, summer, and special meetings of the University of Nebraska at Omaha Panhellenic Association.
Section 3. Preside at all regular, summer, and special meetings of the Panhellenic Council.
Section 4. Call and preside at all meetings of the Panhellenic Council Executive Board.
Section 5. Serve as member executive officer of all Panhellenic Council Committees with voice but no vote unless in a tiebreaker situation.
Section 6. Report as required to the National Panhellenic Conference Area Advisor.
Section 7. Maintain a complete and up-to-date president's file which will include a copy of the current University of Nebraska at Omaha Panhellenic
Association Constitution, Bylaws, and Standing Rules; the current Panhellenic Association budget; the current NPC Manual of Information and related
materials; current correspondence and materials received from her NPC Area Advisor; her copies of the College Panhellenic reports to the Area Advisor;
and other pertinent materials.
Section 8. Shall provide current agendas for each regular, summer, and special meeting.
Section 9. Shall oversee the annual reevaluation of the University of Nebraska at Omaha Panhellenic Association Constitution.
Section 10. Shall initiate at least one individual conference with each Panhellenic officer during the Fall and Spring semesters.
Section 11. In the event of a Rho Gamma or Vice President of Recruitment's inability to fulfill her position, the Panhellenic President shall assume
the duties of that position until a proper replacement has been made.
Section 12. Shall assist and lead programming for Panhellenic Council.
Section 13. Perform all duties usually pertaining to this office.
The Executive Vice President shall:
Section 1. Perform the duties of the President in her absence, inability to serve, or at her call.
Section 2. Shall oversee all programming with the President.
Section 3. Shall serve as a Co-Chairperson to Panhellenic Judicial board and shall be responsible for electing of members to the Judicial Committee.
Section 4. Perform all other duties usually pertaining to this office.
The Vice President of Communication and Administration shall:
Section 1. Keep and up-to-date roll of the members of Panhellenic council and call it at all Council meetings.
Section 2. Keep full minutes of all meetings of the University of Nebraska at Omaha Panhellenic Association, the Panhellenic Council, and a record of
all action taken by the Executive Board.
Section 3. Maintain a complete and up-to-date file, which will include the minutes of the meetings of the University of Nebraska at Omaha Panhellenic
Association and its Panhellenic Council, from the date of its organization; copies of all contracts made by the Panhellenic Council; current correspondence.
Section 4. Oversee the activities of the Community Service Chair and Sports Chair.
Section 5. Perform all duties usually pertaining to this office.
The Vice President of Finance shall:
Section 1. Be responsible for the general supervision of the finances of the University of Nebraska at Omaha Panhellenic Association.
Section 2. Be responsible for the preparation of the annual budget and following its approval by the Panhellenic Council, for providing a copy for each
University of Nebraska at Omaha Panhellenic Association member fraternity.
Section 3. Receive all payments due to the Panhellenic Association, collect all dues, and give receipts.
Section 4. Be responsible for the prompt payment of all bills of the University of Nebraska at Omaha Panhellenic Association.
Section 5. Maintain up-to-date financial records, give a financial report at each regular meeting of the Panhellenic Council, and give an annual report
at the close of the term of office.
Section 6. Select and execute one major fundraiser to generate an amount of funds determined by the Panhellenic Association prior to the selection of
that fundraiser.
Section 7. Provide a supervised, up to date budget two times per semester to the Panhellenic Association.
Section 8. Perform all other duties usually pertaining to this office.
The Vice President of Recruitment shall:
Section 1. Be responsible for coordinating all events dealing with formal recruitment; which shall include, but not limited to: formal recruitment, all
sorority lunch, all sorority get together, summer orientations, etc.
Section 2. Be responsible for all members of the Panhellenic recruitment team; which shall include, but not limited to: Rho Gammas, Head Rho Gamma,
and Panhellenic Executive Board during the formal recruitment season.
Section 3. Be responsible for upholding the ideals of Panhellenic during the formal recruitment season.
Section 4. Be responsible for creating an environment that upholds the Panhellenic standards for the Potential New Members during the formal recruitment
season.
Section 5. Work with the Public Relations Chair in the advertisement and media used to publicize formal recruitment.
Section 6. Meet regularly with the Head Rho Gamma and Rho Gammas during the formal recruitment season.
Section 7. Call and preside at all Recruitment Task Force meetings.
Section 8. Perform all other duties usually pertaining to this office.
The Vice President of Public Relations shall:
Section 1. Must be able to attend all Panhellenic Council Meetings on Mondays at 4:30pm.
Section 2. If possible attend NPHC meetings, which are held every other Sunday at 5:00pm.
Section 3. If possible, attend IFC meetings, which are held every Friday at 12:00pm.
Section 4. Is responsible for helping to update the Panhellenic web page.
Section 5. Is responsible for publicizing all Panhellenic events. This may include making banners, handing out flyers, putting up posters, writing letters
to organizations, directly visiting organizations, and setting up tables.
Section 6. Is responsible for reserving rooms for events.
Section 7. Is responsible for ordering food for events through food services (if needed).
Section 8. When the Vice President of Recruitment is elected, the Vice President of Public Relations will also help promote Recruitment Week. This may
include making and putting up posters, banners, flyers, and any other publicity.
Section 9. Send out news releases and maintain a Panhellenic publicity file for Panhellenic on the University of Nebraska at Omaha campus.
Section 10. The position may take anywhere from 5-10 hours a week depending on the activities of the Panhellenic Council.
The Vice President of Scholarship shall:
Section 1. Maintain a complete record of all scholarship statistics once given by the Panhellenic Advisor. The Vice President will not be allowed to view
sorority member's GPA. They are only responsible for maintaining the averages of each chapter.
Section 2. Conduct programming activities as needed to encourage all Panhellenic chapters to raise scholarship standards.
Section 3. Be responsible for Month of the Scholar and any other scholarship receptions.
Section 4. This position will require 1-3 hours a week depending on Panhellenic activities.
The Vice President of New Member Education shall:
Section 1. Plan the New Member Risk Management workshop.
Section 2. Facilitate the integration of new members and activities into the Greek System and Panhellenic, including but not limited to Greek Student Success.
Section 3. Serve as chairperson of Junior Panhellenic.
The Vice President of Risk Management shall:
Section 1. Be responsible for informing everyone of upcoming socials.
Section 2. Be sure that all chapters are following FIPG rules and regulations.
The Sports Chair shall:
Section 1. The PHC Sports Chair shall be required to inform all fraternities of upcoming captain's meetings, sports, and sign up all "A" teams. Any exceptions
must be made public two (2) weeks or fourteen (14) days to the deadline.
Section 2. Compile a weekly sorority intramural standing sheet for all major and sports.
Section 3. Maintain the point totals for all of the participating fraternities.
Section 4. Update the bulletin board in HPER that is reserved for Greek sports information.
Section 5. In the event the PHC Sports Chair is not able to perform her duties, the Vice President of Communication and Administration will assume responsibility
until a replacement is appointed.
The Community Service Chair shall:
Section 1. Be responsible for holding two community service events each semester.
ARTICLE VI
ADMINISTRATION OF MEMBERSHIP SELECTION
Section 1. An early fall Recruitment shall be held.
Section 2. The National Panhellenic Conference quota-total system shall be followed.
Section 3. Except during the formal recruitment period, continuous recruitment shall be in effect during the academic year (fall through spring) for all eligible
women students. Dates will be set at the discretion of the Panhellenic Council.
Section 4. If a chapter has not filled basic quota during formal recruitment, they may do so in continuous recruitment, even though it puts them over total.
Section 5. The preferential bidding system shall be used.
Section 6. All membership selection events shall be held where designated by the University of Nebraska at Omaha Panhellenic Council.
Section 7. Every regularly enrolled girl pledged, initiated, or affiliated by a chapter shall be counted as a member of that chapter.
a. A list of new members initiated and affiliated members shall be filed with the Panhellenic Advisor on a day to be determined each semester.
b. Any termination or other change in membership shall be reported to the Panhellenic Advisor no later than twenty-four hours after is has occurred.
ARTICLE VII
REQUIREMENTS FOR PLEDGING AND INITIATION
Section 1. A University of Nebraska at Omaha Panhellenic Association member/fraternity may not issue an invitation to membership or formally pledge a woman
during the summer vacation period, which begins the day after Spring graduation. If de-pledging occurs due to grades, that member fraternity may ask the
woman to re-pledge anytime during the calendar year, when academics meet University standards. The calendar year is anytime prior to summer.
Section 2. A student must be a regular enrolled student (nine hours minimum) to be eligible for recruitment.
Section 3. A pledge may be initiated whenever she has met the requirements of the fraternity to which she is pledged.
Section 4. Panhellenic Council follows the University of Nebraska at Omaha academic guidelines for initiation and pledging found on page 45 of the Student
Handbook.
ARTICLE VIII
HAZING and ALCOHOL
Section 1. All forms of hazing, pledge day, and/or pre-initiation activities, which would reflect unfavorably on the fraternity system and its members, shall
be banned. All forms of hazing are illegal and not tolerated.
Section 2. Any member of the Panhellenic Association receiving citations involving alcohol or drugs may be dismissed from the council at the council's discretion.
ARTICLE IX
EXTENSION
Section 1. When all NPC chapters at the University of Nebraska at Omaha are close to or over total the Panhellenic council shall consider raising total or
adding another chapter.
Section 2. If the Panhellenic Council decides to add a non-NPC chapter, the following procedures will be followed:
A. Panhellenic Council will contact University of Nebraska at Omaha 's Administration and inform them of the decision to accept another chapter.
B. Any chapter wishing to be considered for colonization must be a member of a fraternal umbrella organization. They must contact the Panhellenic Council,
in writing, to announce their intention to colonize at the University of Nebraska at Omaha.
They must include the following information:
a. Alumni Information. They must submit the number of alumni in the Omaha area to Panhellenic. They must furnish a list of alumni interested in helping
them colonize.
b. A copy of the Fraternity Constitution and supporting documents.
They must include information on:
i. Hazing Policy.
ii. Scholarship policies and programs.
iii. Alcohol and substance abuse policies and programs.
iv. Membership Education policies and programs.
v. Recruitment policies and programs.
vi. Leadership development and officer training programs.
c. A copy of their national quarterly magazine.
d. Statistical information on national strength, including:
i. Total number of chapters nation and statewide.
ii. Total number of colonizations in the past five (5) years and their locations.
iii. Total number of initiated members.
iv. The number of chapters lost during the last three (3) years and their locations.
v. Average size of chapters.
vi. Description of conventions, leadership programs, and national consultant programs.
C. Consideration will be give to NPC fraternities:
a. Which previously have had a chapter on the UNO campus.
b. Which have letters of interest on file with the Student Affairs Office and/or Panhellenic Council.
D. Panhellenic will send a letter of recommendation to NPC fraternities to solicit interest in extension or requests the Chairman of NPC Extension Committee
to notify all NPC fraternities of the extension opportunity. The letter will include:
a. University Information. This consists of campus statistics for the past five years on: undergraduate enrollment, number of women students,
percentage of students living on-campus, percentage of in-state students, regulations regarding recognition of student groups.
b. Panhellenic Information. This includes: reasons for desiring additional chapters, list of chapters on campus, with dates of establishment and
current size of each.
c. Membership Recruitment data. This consists of Chapter Total, Quota, and dates of membership recruitment, and statistics for the past five years,
current membership recruitment regulations.
E. After reviewing all applications for colonization, Panhellenic will vote on a chapter to be colonized. Upon a successful vote, Panhellenic will be
required to assist the new chapter in reaching full membership. Until all requirements are satisfied, the new chapter will not have full membership in
Panhellenic council (I.e.: no voting rights). Panhellenic Council will:
a. Help the chapter promote campus interest in the colonization through posters, flyers, newspaper announcements, and notification in upcoming
recruitment events.
b. Give the colonizing group a list of Panhellenic rules, recruitment rules, and a student handbook.
c. Provide the new group with a list of names, addresses, and telephone numbers of unaffiliated women.
d. Sponsor an Open House for interested women students to meet the representative of the colonizing fraternity.
e. Exempt all women registering for colony membership recruitment from paying a membership recruitment fee.
f. Allow the chapter to utilize college members from another campus or another chapter on campus to gather information on various activities and duties.
F Once the colony has met the following requirements, Panhellenic council may consider them for full membership.
a. The colony must adhere to all requirements as stated in the University's organization guidelines.
b. Representatives of the colony must participate in all Panhellenic council functions. This includes meetings, Judicial Board committee meetings and
events.
c. The colony shall maintain an active Advisory committee consisting of at least four (4) alumni, with one alumni being designated as the Chapter Advisor.
This chapter advisor must attend all meetings scheduled for chapter advisors by the Student Organizations and Leadership Programming office, Panhellenic,
or the University.
d. The colony shall develop programming and report the activities of such to Panhellenic and the Panhellenic Advisor in the following areas:
i. Alumni Relations
ii. Community Service
iii. Financial responsibilities
iv. Fraternity education
v. hazing, alcohol, and Substance Abuse
vi. Officer training
vii. Recruitment
viii. Scholarship
ix. Social programming
x. All other activities
After it has been officially installed as a chapter at University of Nebraska at Omaha, the new chapter will be a voting member of the college Panhellenic.
ARTICLE X
JUDICIAL BOARD
Section 1. Any dispute that cannot be resolved during the mediation procedure will be forwarded on to the Panhellenic Judicial Board.
Section 2. The Panhellenic Judicial Board will be lead by the Panhellenic Executive Vice President, who will serve as the Judicial Board Chairman. Panhellenic
delegates from each chapter will sit on the board and be involved in the voting procedures. The Panhellenic advisor will be present at the judicial proceedings
but will not play a part in the voting procedures.
Section 3. Each involved chapter will be notified, in writing, of the judicial procedures at least one week in advance. Its president or her designee represents
each sorority involved. Each sorority involved may also have an advisor present during the hearing. The advisor should be an observer and not have a a voice
in the hearing, unless she is serving as a witness. Chapters are permitted to bring witnesses to the hearing providing there are not an excessive number of
witnesses. The Chapter president is expected to inform the Judicial Board chairman of witnesses that will be involved in the proceedings. The hearing will
be closed to outside observers.
Section 4. During the Judicial Hearing, both the accused and the accuser will be allowed a five-minute opening statement. The witnesses involved will be called
by the accuser and cross-examined by the accused. After all witnesses have spoken both the accused and the accuser will be allowed a closing statement.
Section 5. During deliberations, all will leave the room except the Judicial Board Chairman, members of the Judicial Board and the Panhellenic Advisor. The Chairman
will request a motion from the Judicial Board members. The motion will be discussed and the verdict rendered. If the accused is found guilty, an appropriate penalty
will be determined. If the accused is found not guilty, the charges will be dismissed.
Section 6. All chapters involved will be notified, in writing, of the decision of the board. If the chapter is found guilty, they will be mailed appeal information.
ARTILCE XI
VIOLATIONS
Section 1. Any dispute arising out of the violation of Panhellenic Association rules and regulations shall be adjusted through a conference of delegates of the
fraternities involved chaired by the Executive Vice President, or highest neutral office.
Section 2. If the conference of delegates cannot reach an amicable solution, the matter shall be referred to the Executive Council.
Section 3. If the decision of the Executive Council is not acceptable, the matter may be appealed to the NPC College Panhellenic Committee. Notice of intention
to appeal shall be given to the Panhellenic Council President. All requirements as stated in the NPC Manual of Information shall be met.
ARTICLE XII
RULES OF ORDER
Section 1. The University of Nebraska at Omaha Panhellenic Association and its Panhellenic Council shall be governed by Robert's Rules of order newly revised
except in matters specifically provided for in the constitution, Bylaws, and Standing Rules.
ARTICLE XIII
AMENDMENTS
This Constitution maybe amended by a three-fourths majority vote of the voting members of the University of Nebraska at Omaha Panhellenic Council provided
notice of the proposed amendment has been given in writing at the preceding regular meeting. Student Government must approve all changes to this constitution
in the same manner as a completely new constitution.
